- Mothballs are pesticides, created from the white crystals of two chemicals: paradichlorobenzene and naphthalene. Both of these chemicals are a solid at room temperature and produce a toxic gas. The gas acts as a fumigant to pests. The Environmental Protection Agency regulates the use of mothballs. They require the packaging to clearly state how mothballs are to be legally used. Mothballs used in a manner not specified can be harmful to humans, animals and the environment.
