China's National Accreditation Council for Registrars (CNACR)

CNACR is a set of quality system registration and national accreditation bodies, which was authorized to be established by CSBTS following the rules in Article 9 of Laws on Product Quality. After being prepared for one year from 1993, (CNACR) began to initiate its efforts in April, 1994. Since then, CNACR had resulted in, through the efforts of all concerned parties, the establishment of a set of normal quality system registration and national accreditation scheme which was in line with international practices as well as domestic situations. They had wide-spread affects at home and abroad. CNACR has now become a regular member of organization of International Cooperation and is listed in the Directory of Quality System Registration Bodies. The authority and the credibility of certification bodies come from two facts, as follows: Being authorized and scientific features: CNACR adopts a four organization structure: the CNACR plenary Session, the Specific Bodies, the Secretariat, and the Quality System Registration Bodies. This is so that all concerned parties are capable of participating and supervising the accreditation procedures of quality system registration bodies. The National Accreditation Scheme for Quality System Registration Bodies is established and carried out so as to strengthen the management for the quality system certification and to protect the interests of all concerned parties including the producers (the first party), the users (the second party), and the certification bodies (the third party). Those members assigned by CSBTS/CNACR took part in the eighth working group of ISO/CASCO to draw up several conferences as well as the relevant IAF documents, while CSBTS/CNACR has closely collaborated with such national accreditation bodies as Britain's NACCB, Holland's RVC, the United States' ANSI/AAB, Australia/New Zealand's JAS-ANI, and Japan's JAB. With the Help of its foreign counterparts' established methods and experience, CSBTS/CNACR has began to comprehensively revise the accredited fundamental requirements and procedures of China's quality system registration. A comparatively complete national accreditation scheme for quality system registration having been set up, CNACR has now laid a foundation of technology and regulations for the quality system registration to join international operation to certify quality. Thus, CNACR shoulders heavy responsibilities and will make a sustained effort to ensure the impartiality, authority and credibility of the national accreditation scheme for China's quality system registration bodies.
